Isn't it a prerequisite to being taken over that your finances are in the toilet? Isn't there a rather simple way to ensure that no emergency manager is appointed?

If you look at where the finances were in those communities and where they are today, there are an awful lot of positives.

I guess if your career choice involves the profligate expenditure of taxpayer dollars, such changes are for the worse.
