It’s called pathological lying. The person says it, wants it to be true, hears themselves say it, ipso facto it must be true.
Real pathological liars actually believe what they are saying. It starts out as what they wish the truth is and each time they repeat the lie out loud the lie morphs a little more until they honestly believe their own lie. It’s a mental illness. One that many liberals have. I do not say that tritely.
How can you tell if a Democrat is lying?

She said “Ambassador Oren HAS said...”, not “Ambassador Orrin Hatch said...”
At first listen it did sound like “Orrin Hatch.”
The rest is all lies.
Wow.
It is like they think it is still the old days before the internet; the days of CBSNBCABC ruling the airwaves; the days NTY made the news and the rest of the “news” papers ran with their stories; the days before talk radio opened the airwaves to vioces not controlled by the journ-O-list; the days their lies had no countering truth.
The “progressives” are living in the 1970s!
