But it's actually pure communist party rhetoric, dating back to when I read the papers in the 60's, 70's, etc.; they've been using the term for more than fifty years to describe degenerate or lawless behavior.

The communists, that is. Not the British tabloids.

So, in this case, though it's reported via a Brit media outlet, it's not them adding the word in. It's quoting the Russians.
