Perhaps I wasn’t clear.

In most, if not all zombie movie, novels, games and lore, one of the fundamental necessities in the event of a zombie uprising is the ability to destroy the undead quickly and efficiently. Even the most obtuse federal government drone should know this if he has ANY grasp of the genre.

What is the most efficient way to do this? Firearms and a large cache of ammo. Not dehydrated food or a Berkey water filter, but the venerable Boom Stick.

As you correctly pointed out, there was nothing directly pointing to the feds suggesting up arming, but in the context of Zombie Apocalypse, this would be understood by anyone who understands the concept and recognizes the implied need to defend oneself from waves of undead.

I hope this clarifies the point of my statement and follow on question.

As much as I dislike Max Brooks's liberal leanings, I completely agree with his statement:
"While you are running, shooting, reloading, dodging and shooting, you will be losing water. YOU NEED TO KEEP HYDRATED!"
