Bureaucrats don’t want to solve the problem. Perpetuating the fraud keeps them employed. Government doesn’t want to solve it either. Incumbents would lose votes.

Isn’t amazing how legislators rarely lose votes for mismanaging government but do lose votes for doing what is obviously needed to prevent a catastrophe.
