This makes no sense to me at all.
First off, best estimates are that Israel has Between 75 and 200 warheads.
Second, Israel is so small that two well-targeted bombs hitting their mark will end Israel by any reasonable measurement.
Third, Iraq’s leadership is a cabal of insane religious zealots who believe that annihilating Israel will herald the entrance of the 12th Iman and the golden age of Islam. In their f’ed up minds they DON’T CARE if they (Iraq) survives if it means they will forever be remembered as the martyrs who made the 12th Iman’s coming possible.

Additionally, Israel is believed to have an offshore nuclear second-strike capability, using submarine launched nuclear-capable cruise missiles, which can be launched from the Israeli Navy’s Dolphin-class submarines. Although the Israeli Air Force lacks strategic bombers, its F-15I and F-16I Sufa fighter aircraft are capable of delivering nuclear weapons at strategic distances using their Aerial refueling fleet of modified Boeing 707’s.
