Depends on the goal.
If the goal is blow up that building, no.
If the goal is gauge emergency response, gather first responders in one place, tie up resources away from the main attack, and/or fatigue responders and the public, yes, possibly.
Why mention “Mormons” .. I don’t see any connection to Mormons in the story .. or are you just trying to start a false rumor .. if so .. get lost!!!!
