CRS report: number of able-bodied adults on food stamps doubled (Obama)

Obama administration officials have insisted that their decision to grant states waivers to redefine work requirements for welfare recipients would not “gut” the landmark 1996 welfare reform law. But a new report from the Congressional Research Service obtained by the Washington Examiner suggests that the administration’s suspension of a separate welfare work requirement has already helped explode the number of able-bodied Americans on food stamps.

In addition to the broader work requirement that has become a contentious issue in the presidential race, the 1996 welfare reform law included a separate rule encouraging able-bodied adults without dependents to work by limiting the amount of time they could receive food stamps. President Obama suspended that rule when he signed his economic stimulus legislation into law, and the number of these adults on food stamps doubled, from 1.9 million in 2008 to 3.9 million in 2010, according to the CRS report, issued in the form of a memo to House Majority Leader Eric Cantor, R-Va.

“Able-bodied” is irrelevant. Low-income people with full-time jobs may be eligible, and have been for many years.

OK, somebody help me out here.

The way I understand it, Barry-O didn't change the requirements, he gave the states the authority to do so.

Is that the case?

Have all the states then loosened up the requirements?

If it's in the states' hands, then why the explosion?

It’s relevant because this regime has been out on a full-blown recruiting mission for four years. It is now reaching a point where able bodied people who are fully able to support themselves are looking at this and thinking they are suckers and fools if they don’t sign up for the gravy train too.

Because the MONEY is Federal money. Part of the paradigm which creates ‘pork’ is the notion that each state representative is somehow expected to ‘bring home the Federal bacon’; in other words, I’m a good representative for Massachusetts if I can get more money out of the Federal kitty than Massachusetts contributed. So the incentive is always to spend more because its not ‘our money’.

If a state funds their own food stamp program, I could care less how they spend the money (unless I reside in that state).

What I would like to see exposed is how many gangster thugs who have been shot are now claiming PTSD and getting SS disability....

or how Section eight recipients who do not work get a tax return in the thousands?

Or because of their transient nature and knowing the IRS will not spend the resources to track them down, how they bilk the fed out of billions in taxpayers money by claiming dependants that aunt and granny are claiming as well...

And, though it is not really a conservative position, I don't strongly object to someone who is not quite smart enough to do better or temporarily down on his luck but working, getting some help from my tax dollars. I object to the slackers, the bums and the addicts who mooch off the system for generations.
