After hearing testimony and examining evidence, the Court ruled Obama Sr. was the paternal parent and Obama was to remain in the custody of Catholic Social Services of Connecticut with Madelyn Payne appointed as Obama’s guardian. Catholic Social Services of Connecticut was under contract with the U.S. HHS to administer the Federal Foster Care program. Obama was in the Federal Foster Care program from age 10 to 18.
