I’m not going to say that Romney didn’t say this. But the only person during the debates that I heard making such a statement was Rick Perry.

Romney did "agree with Gov. Perry" to "start at 0" with foreign aid. It was the CBS debate in South Carolina last November.

Starting at zero, of course, doesn't mean it'll stay at zero. It's just in keeping with the principle of zero-based budgeting, not this baseline insanity we've been stuck with since the 1970s.

I found these quotes. I hope he was referring to the U.N. in these.

"Under President Romney, the U.S. foreign aid budget would shrink. He has said, “I will stop sending money to any country that can take care of itself. And no foreign aid will go to countries that oppose American interests.”
