It’s not just the .40 cal. pistol ammo the DHS is purchasing 1.6 billion rounds of various calibers & types. This is in addition to the various govt. agencies that purchase their own ammo like the FBI ,IRS ,U.S. Marshal service.

The question is just who is the govt. planning on shooting?

Don't know. But it is nice to know where to find ammo in various calibers 'laying around' should they ever be needed.
