On the other hand, until they announce which programs are cut, and until they can be sure Obama isn’t going to win, what contractor is going to go against them? Obama has shown that he will use the naked power of government against his enemies.

Seems like if you don’t want your programs to be the ones on the chopping block, you better take the bribe and keep quiet.

With all the scrutiny of the DCAA, DCMA, GAO, and the DoD IG, I certainly would not offer that advice to a Government contractor. Records are dutifully kept and are open to audit by any number of Government organizations and the ultimate fine is when you the contractor is disbarred. Doesn't go down too well with your stockholders when you have ONE CUSTOMER and he can no longer award you contracts. I worked too many years in this environment and it makes no difference who is in the WH - the "contracting with the US Govt" rule books are stacked from the floor to the ceiling and one better stay on the straight and narrow if one hopes for future work. The whistle blower statutes are in place and then there is always Qui Tam (where even the littlest peon can share in the spoils).
