I have never heard the “bullet” phrase used before.
Is it common among blacks, referring to being kept on the plantation by the government?

I guess he’s trying to say blacks are born with a handicap, namely racism against them. So, he’s trying to stoke racial division and antipathy of blacks towards whites. Sounds like he listened to Reverend Wright very carefully and learned his tricks.
