Are these debates set up so that there are time limits to the answers? Otherwise, El Blowzo will blather on for an hour answering three questions.

He is the worst communicator in recent memory because he does not give succinct, informative answers.

Sounds like trouble to me:

Wednesday’s format: The moderator, PBS newsman Jim Lehrer, will open each 15-minute segment with a question, and then Obama and Romney will have two minutes apiece to answer. After that, it’s up to Lehrer to keep the conversation going and to intervene if one candidate goes on too long.

I think there are time limits, or else he would just filibuster. It’s one of his favorite ploys at press conferences. He will go on and on and on “answering” the first question he gets. After he finally finishes, he looks at his watch and tells the press no more questions because time has run out.
