Lots of wolves in northern Wisconsin. Hunting with dogs or with aircraft are the only viable means of hunting them. Trapping is the other viable means of harvesting the surplus population.

I guess the hunters could make themselves out as bait and then hope they could cover the entire 360 while the wolf pack circled and figured out their line of attack.
The only way to safely hunt the wolf or the cougar is with dogs.
Dogs are also helpful with Javelina and feral hogs.
