I remind you that suing Penn State is effectively suing the taxpayers of the Commonwealth of Pennsylvania, who are, by and large, blameless in this matter — save those who should be charged with crimes in the cover-up and sued as private persons and just happen incidentally to pay taxes in Pennsylvania.

Not really.

Penn State has an endowment of $1.83 billion
They can afford to take responsibility on their own.
The state and the taxpayers should cut them off anyway.
The university, not the taxpayer, should pay the price for the criminal activity of their staff and faculty.

If it weakens or damages the university that would be part of the price they pay for allowing this filthy abuse to take place.

Let's not forget the lives that have been destroyed and scarificed in favor of the college's reputation and football program.
