I'm confused. How could this be a Republican budget fault when the Senate has refused to pass a budget throughout Obama's term? Hasn't Congress been forced to keep passing continuous resolution bills to keep the government funded because the Senate won't do its job?

Well, since 2010 the House did in fact cut the Embassy construction, maintenance, and security budget by $296 million dollars. The problem is that it's probably hard to break out the security costs from the other costs (and much, but not all, of the costs of new construction are for increased security.)

It's no secret that Congressional Republicans don't exactly fall all over themselves giving money to the State Department.
