I think that once they got Kadafi out of the way it was easier to cook the books with no one to protest to the UN , if Stevens had privy to the actual numbers and was liasion to those in Libya who knew the axtual numbers he would pose a PR problem for the administration

I think it was the same reason they did Iraq, its the only thing that makes sense
