It was speculated that Stephens brokered the initial deal. Now that Quadaffi was dead and the Brotherhood (who had visited the White House) was coming to power, now Obama did not want evidence out in the Libyan countryside for some investigative reporter to piece the story together. So after leading from behind with thousands of surface to air missiles Obama wants them back. Please, please, please note that this has not been proven.
