When they say “I accept complete responsibility,” it means “See. I am brave, and big-hearted and noble and responsible, and therefore should suffer no consequences whatever for my idiocy. How can you punish somebody so good.” For an example, see Janet Reno after Waco.
So, why did he go to Vegas the next day after he knew what happened? Did he think ‘ if I go on like normal, nobody will make a big deal about it? His behavior shows he’s part of it. If he he was surprised and gave a hoot, he would have reacted with contempt towards the terrorists. Instead he goes golfing and to Vegas. It happened in real time via video, he would have been told of the attack, not protest... instead they came up with an elaborate story, involving Rice, etc.. which cannot be contrived so quickly.
