While Indian tribes get the short end of the stick from this administration, Obama lieutenant claims "past wrongs of history were righted."
Last week, President Obama approved the first new oil refinery in more than 30 years.
Interior Secretary Ken Salazar announced the approval of a “land-into-trust” application from the Three Affiliated Tribes of the Fort Berthold Reservation in North Dakota.
“Today’s historic decision is another step forward in the Obama administration’s all-of-the-above energy strategy and commitment to strengthen Tribal communities and generate jobs for rural America,” Salazar said. “By working with the Mandan, Hidatsa and Arikara people to place this land into trust status, we are supporting infrastructure that will help bring American oil and gas to market while promoting tribal economic development and self-determination regarding land and resource use.”
The tribes requested that the Bureau of Indian Affairs take 469 acres into trust, with 190 set aside for the refinery and the remaining acreage to produce feed for their buffalo...
Salazar pitched the creation of 800 to 1,000 construction jobs, up to 140 operations jobs, and millions in annual revenue streams to benefit the tribes and surrounding rural communities, while pitching the standard administration line that under Obama “domestic oil and gas production has increased each year, with domestic oil production currently at an eight year high, and natural gas production at its highest level ever” — that hike being attributable to increased production on private lands while federal leases are stymied. ...
But there are a couple of tripping points in the Salazar victory lap.
The project was initiated under the Bush administration, in 2003, and has been bogged by delays under this White House. Republicans also wryly noted that the administration’s proposed fracking regulations could make the refinery useless if they can’t extract oil and gas

I’m working the turnaround at the Wood River refinery. In one section, the gas plant, I believe, there are vessels purchased in the ‘30s from Nazi Germany and cast with swastikas on them that are still in service. I’m excited about the plans for the new refinery, completely new from the cokers, cat crackers, and control rooms. It will be awesome.
The new cokers here in Wood River are the only new things built in decades. The old Coker, still in operation as well, has a control room with analog dials and read outs..
Yabut that stuff boots up fast, responds instantly, and is difficult to hack.

I’m amazed that 3 weeks before the election the federal strings binding a new refinery have disappeared. Bizarre coincidence, I’m sure.

That’s exactly what the operator told me. I was waiting for a permit writer and got into a conversation with one of the techs; it is easy to start , stand down and monitor. I have not seen the new Coker, we do all of our shooting in the cat cracker, but I have to call them on the radio everytime we crank. Anyway, most of the plant operations are run from the new Coker board, and the control is supposed to be very impressive, but not nearly as easy to run as the old one. The new one was finished 2 years ago and was built by Bechtel..
Yep, the local High School team are the Roxana Shells, even though She’ll is mostly gone, they do have a lubricants plant on site though. Wood River is a joint outfit between Phillips 66 and Cenovus..

Most of the Powder River Basin coal that Obama wants to ship to China, via new coal ports in WA and Oregon, is on federally leased Indian land. The Crowe have been complaining for years about the way the federal government manages their land and would like to be made a full partner, rather than just receive meager lease payment. The Crowe wanted to build a coal gassification plant on their own land, using their own coal, but Obama said no, he already had a deal with Peabody. It wasn’t until less than six months ago, that the tribes were able to enter into an agreement with a mining company to mine their own sub-bituminous coal, but still no gassification plant.
Well’ at least I would be able to read the, might not have to worry about EMP effects either.
The company I worked for planned their production schedule on the railroad schedule because the coal could not be stored for long periods due to the risks of spontaneous combustion. Coal burning utilities have inventory programs to minimize the risk of spontaneous combustion.
The point I am trying to make is that shipping coal from the PRB may not be that profitable in the long run.
There are two 1.3 mW generators 20 miles from my house. They have been using PRB coal since the mid 80s. They are located in southern Indiana. Coal rides a train to the Mississippi River where is is barged down the Mississippi and then up the Ohio River. They stock pile about 60 days worth.
I think all of the problems that you mentioned have been solved years ago.
Not so long ago I was talking to someone who was still working on the problem. As I said utilities use preventive measures such as moving piles around to minimize the buidup of heat in the interior of the pile. Depending upon the specific coal it could be safely stored for ten to fourteen days.

Why is that refinery set up in such a rural location?
