She has calculated that BO is about to lose and she wants to make a mark. IIRC she had already indicated that she was not going to be SOS in a second Obama term.....this is all about timing.
She’s just dragging this out - getting the most political run for the money. Her resignation will be regarded as another ‘courageous, Statesman-like’ act. Prepping for another shot at POTUS.
