If she loses and does not run for office again, then what is she permitted by law to do with this money???

She can pay off any expenses connected with closing down her campaign, so long as none of the money goes to businesses owned by or salaries for family members. She can give it to the Democratic party without limitations. She can give money to other candidates or PACs within the limits; $2000 for candidates and $5000 for PACs. Or she can donate the money to a charity. She can't keep it.

According to news reports yesterday she has $12 million war chest and doesn’t seem to be spending it. And some ads that are running are paid for by PACs and other orgs. One way or another she will be sitting on a lot of money.

Like I said, her internal polls show her up by ten and she probably believes them. She's got a bunch of 501c's footing the bill for ads so why spend her own money? She figures she's got a lock on this and is stashing money away for 2018. But if this over-confidence of her's comes back to bite her then she'll have a passel of money she has to get rid of.
