You're wrong on that. Candidates have been forbidden to use leftover campaign funds for personal use since the Ethics Reform Act of 1989. She probably believes her internal polls that show her up by a large margin and is banking the money for her 2018 campaign. But hubris has a way of coming back and biting people.
If she loses and does not run for office again, then what is she permitted by law to do with this money???
