The Second Amendment isn’t so we can protect ourselves against individual criminals. It’s to protect ourselves from the institutional criminals we elect.

It’s really both, although the intent was to protect us from a tyrannical government as you pointed out, I also add that it is there to protect us from criminals too. As the old saying goes, “The Second Amendment ain’t about duck huntin’.”
