One, they're lazy. Building up an organization is work. They'd much rather take one over, than build up a new one.
Two, it's much more fun discountenancing people you hate, than going off by yourself to seek like-minded company. More fun to drive them out of their own temples, and point the finger and call them outcasts and outlaws.
