My guess is after the first QRF from Tripoli took KIA, command got cold feet and began to imagine a “Desert One” scenario and cancelled the second QRF from Italy.
So they just sat there. So now u c why i say this was Barry’s own blackhawk down —> HAWK BACKDOWN.
