Navy Secretary James H. Webb Jr. resigned today, sharply criticizing Defense Secretary Frank C. Carlucci's plan to cut the Navy's fleet and his approach to managing the Pentagon.
His abrupt departure, which took Pentagon officials by surprise, was the most visible sign to date of turmoil within the military hierarchy over next year's budget, which keeps military spending virtually flat, at $299.5 billion, and reduces the size of the armed forces.
Administration officials said President Reagan planned to appoint William L. Ball 3d, his assistant for legislative affairs, to succeed Mr. Webb. Mr. Webb's resignation is effective upon the President's acceptance, which officials expected to come swiftly. Fleet Decision Called Unwise
In another personnel change, Lieut. Gen. William Odom, the director of the National Security Agency, said he would retire. The Joint Chiefs of Staff had recommended against extending his tenure at the intelligence agency, which intercepts communications around the world. [ Page A22. ] In a sharply worded letter to the President, Mr. Webb, who has run the Navy since April, said Mr. Carlucci had disregarded the advice of senior Navy officials and had unwisely abandoned the Reagan Administration's long-standing goal of building a 600-ship fleet.

GEN Petraeus sure has been quiet lately. Several freepers claim they have personal knowledge he is conservative but the proof is in the pudding: he has knowingly carried the kenyans bong water through this fiasco. Looks like a dim GEN to me. I don’t think we have seen the last of him.
The story wasn't old when he hit the post button. FR is just really slow tonight.

I too do not believe General Petraus is anything but a Liberal.
Of course Frank Carlucci (the topic of this thread) was very liberal and he was a Reagan appointee in the Pentagon. Earlier he had served Carter. Secretary of Defense Caspar Weinberger wanted Carlucci so Reagan’s conservatives relented.
Carlucci controlled the DOD personnel office where he put in Feminists like Marybel Batjer and from there the number of Pentagon Lefties increased under Reagan.
