(Minor detail....re: this Executive Order......doesn't the expenditure of tax dollars rest in the authority of Congress, not the Oval Orfice?)

All taxes originate in Congress. How they're spent is usually decided in the Federal Budget, which can be submitted by the President or anyone in Congress to voted upon by the Congress. We've just not had a Budget voted out of Congress and signed by this President since his election. The Fed's been funded by a string of Continuing Resolutions since his election. Not sure how the debt ceiling deal played into all this, but I don't think that was considered a proper fiscal year budget.
