Duncan Hunter is a good guy. His son now has his seat. SD used to be pretty conservative...prior to the 90s...education, colleges and media have shifted far too the left. The city still has old money that have significant influence.
Duke Cunningham resigned in disgrace but was actually a good guy, too. If a guy like that can go back and get corrupted, what does that say about what is going in DC?
