The closest we have come was that NYC postponed its mayoral PRIMARY, held on 9/11, for obvious reasons. It was rescheduled for two weeks later. Some think this delay hurt the liberal Mark Green and favored Bloomy.
In 1864, with the nation AT WAR on its own soil, we still held a national election. Lincoln furloughed Union troops to come to the cities and vote for him.

I think the attacks helped Gloomberg (Rudy’s favored successor) win the general election not so much the delay.
It’s a shame Bloomberg won that primary over reformed former democrat Congressman Herman Badillo who may have been a decent Mayor if he could have beaten Green without Bloomberg’s millions, disgruntled Fernando Ferrer supporters may have helped.
