The investigators are moving up the ladder with this last batch of names named.

Now they wait for for one or more of these names (who don't want to be the goats) to blow the whistle on Holder.

Right now, there's no direct tie of hard evidence to hold Holder guilty......but he's not out of the woods yet.

Good investigators and interrogators always start with the the lower-downs to get the goods on the higher-ups.
