As @johnekdahl puts it: It was decided from the first moments that this wasn't terrorism, because it would be politically harmful if it were terrorism.
So the joint force in charge of counter-terrorism was not convened. That would have created a paper trail.
And so four men died.
CBS News has learned that during the Sept. 11 attack on the U.S. Mission in Benghazi, the Obama Administration did not convene its top interagency counterterrorism resource: the Counterterrorism Security Group, (CSG).
"The CSG is the one group that's supposed to know what resources every agency has. They know of multiple options and have the ability to coordinate counterterrorism assets across all the agencies," a high-ranking government official told CBS News. "They were not allowed to do their job. They were not called upon."
Information shared with CBS News from top counterterrorism sources in the government and military reveal keen frustration over the U.S. response on Sept. 11, the night ambassador Chris Stevens and 3 other Americans were killed in a coordinated attack on the U.S. consulate in Libya.

Another senior counter terrorism official says a hostage rescue team was alternately asked to get ready and then stand down throughout the night, as officials seemed unable to make up their minds.

“What was important enough to prompt our top diplomat in Libya to make such a dangerous foray? It seems the ambassador felt compelled to meet with the Turkish consul general that evening for the purpose of damage-limitation following the compromise of the secret weapons pipeline Mr. Stevens was then running to Syria. By some accounts, the Russians, Iranians and others had discovered that he was covertly providing automatic weapons, rocket-propelled grenades and even shoulder-fired, man-portable anti-aircraft missiles to “the opposition” there, including known jihadists associated with the Muslim Brotherhood and al Qaeda.
“..The revelation that Mr. Obama was presiding over an operation involving gunrunning to our enemies — including weapons virtually certain to be turned against us, later if not sooner — could have been fatal to his re-election bid. Consider that a serious U.S. military response to the violence in Benghazi would provide ample evidence of the fatuousness and mendacity of the administration’s Arab Spring and “lead-from-behind” in Libya narratives...”

I am getting the distinct impression that when Obama saw the incident coming across the feed that he acted very quickly, perhaps grabbing Milk Duds and a tub of popcorn?
