PHOENIXVILLE The boroughs police force along with Mayor Leo Scoda are hosting a gun buyback program.
The Phoenixville Area Gun Turn-In Program will run from 10 a.m. to 2 p.m. at Borough Hall Nov. 10.
Those that turn in a gun will receive a $50 gift card, likely to an area grocery store, according to Scoda at a recent borough council meeting.

Private sales are legal in Pennsylvania, but freedom activists in other states have been harrassed by police. A recorder is a good idea. If more than one activist is present, you can each record the other if harrassment is threatened.

Do they check to see if any of these guns are stolen. I’d hate to think that stolen guns would not be available for pick up by the original owner. Is detroying stolen property legal?
What are you talking about? Are you going to set up a table next to the cops and offer $75 for the guns?
Handgun sales are required to go through an FFL in Pennsylvania. I am not sure how the police get around this for the turnin.

Really?, I was not aware of that and have functioned under the “private sale” practice in the past.
The police will not usually allow you to set up a table next to theirs, but it would be a good idea so that ignorant firearms owners would not be defrauded as badly for turning in decent guns for a pittance.
Usually people stand on a sidewalk with a sign and let the people who are turning in the guns know that they can get cash for them.
It is brilliant activism that often gets an article in the local paper. It shows the stupidity of the premise of these "buy backs", which are political theater designed to delegitimize armed citizens. Their real effects are to defraud ignorant gun owners, waste police resources, and increase the demand for new guns.
I think your idea is a brilliant one, though. Activists should ask the police if they could set up a table next to theirs, so that ignorant gun owners could get market value for their guns instead of the pittance offered by the police. If they are turned down, they can tell the media that they were turned down in their honest effort to help!

Yes, it appears that handgun sales in PA are required to go through an FFL.

I still do not see how the police are able to transfer firearms without an FFL. They probably have an exception that allows them to take possession of handguns without an FFL transfer. These exceptions for police are fairly common.
