If people get hungry enough, they will go hunting.

Why not knock off some marathoners and Barbeque them up.

Start some fires for warmth, I’m sure the runners would like the smoke. Look good on camera too. Lots of trash can fires people huddling around them.

No subway system working and no gas is going to lead to a lot of violence - in an area that is already violent on a regular day to day basis.
