If he was qualified to be President of the Senate, he should be eminently qualified for this position.

He can always “run” for the job at the start of the next session, but of course it depends on TPTB...

For him to run for the job, the R members would need to hear from their voters. When they get enough calls with the idea, they go to Ryan (Mainly because he is a star and they want to be around a star) and they mention to he an others that folks are pushing the idea. That’s how the seed gets planted in Washington. Is also wakes up the current Speaker and forces his hand.

And before someone calls this idea of movement dubious, realize that this is how some things work on the Hill. By the way, Dirty Harry is talking about changing filibuster rools in the Senate (according to Fox News). So anything that causes a stir and at least wakes up the current Speaker...well, I’ll try anything at this point.
