Russia cannot control the world market with 30% of Israel’s oil. Israel can control who they sell their 70% to.

This article supposes that Israel is obliged to entertain the Russian offer simply because they are isolated and fatigued - longing for peace. However, there might be more lively motives, such as the presence of a Russian, Moscow oriented group in the Israeli ruling class, and a mistrust of America, which no amount of aid money can ever wash away.

Here, it says:

Besides the obvious, what makes the negotiations super-secret is that no western oil company would dare be identified as a potential partner with Israel lest it be subject to revenge by anti-Israel foes. That is, unless it was actually chosen as a winner.

Woodside Petroleum, an Australian company, did enter with bids and negotiations, and they seem unafraid of any consequences. But I doubt if they will be selected for the contract.
