It says “card casts” - were there 2 cards for each voter where there were so many issues it went to a second card?
Or does each card represent a separate vote in the West election?
If it’s the latter, that’s horrible fraud and will change the election result.

In my county, Santa Rosa, we had a two page ballot. When turning in your ballot, you tear off the bottom section of both sheets and give them to the poll attendant. Then, feed the ballot into the scanner.
