It just occurred to me,ballot was two sheets is probably what they are referring to as cards, 70% turnout equals 140 cards.
The problem is likely to be not so much voter fraud as incompetence, with some precincts reporting numbers from individual voting machines more than once, or the elections office unwittingly adding reports from the same individual machines more than once. Corrective mechanisms and procedures usually weed out these errors before the official tally is made and reported to Tallahassee. In this instance, there is enough wrong that the Division of Elections should investigate and the Governor should consider suspension or removal of Supervisor.

On Tuesday only one precinct had less than 113% turnout. The Unofficial vote count is 175,554 registered voters 247,713 vote cards cast (141.10% ). The National SEAL Museum, a St. Lucie county polling place, had 158.85% voter turn out, the highest in the county.

The above is reflective of the 2 page ballot with races on both sides to be marked. Thus one voter had his ballot fed into the counter twice in order to count both pages. If you'll go look at the total votes for St Lucie cty you'll see that the actual vote turnout was just over 70%.

Some Freepers have a plausible explanation for this, BUT, I’m only seeing the explanation on THIS SITE. The ELECTIONS HEAD has said nothing other than her first interview (and apparently her last for now), that she had NO IDEA why the report read that on the first two pages of a 150 page report.
No statement on their County Elections site explaining, no statement from the Elections Director. That is what is causing the confusion. I appreciate some Freeps coming forward with a plausible explanation, but why not officials?

What happened was that voter turnout is normally calculated by the number of ballot cards cast by the number of registered voters. Since there were so many amendments up for vote in Florida this year, the ballot was two sheets long. So now St. Lucie’s report shows voter turnouts that are double what the actual number is. So they counted sheets, not voters, a clerical issue not a conspiracy. If the reporter here had bothered to read page 3, they could see that the number of votes in the presidential race is around a 70% turnout rate.

There’s no reason there should be over a 100% percent turnout. There’s also little reason to believe it should ever get above 90% or more. I’m sure the average is much lower. So when you talk about 120% turnout you can assume that the number of ballots may even have been doubled.

Did those states have ballots with more than one page?
I had a two card ballot this year. The totalizer number on the ballot receiving machine only registered one vote after I inserted both pages. I can’t believe that other jurisdictions didn’t calibrate their machines correctly.
If this is because of a 2 card system WHY ARE THE CARD #’s ODD NUMBERS?
