He wasn’t a member of the military at the time of the affair. He was an employee of the Federal Government. Since when is it a crime for a non-Military employee of the Federal Government to have an affair?

It’s NOT a crime. Please people, read the post I am addressing. The person I WAS REPLYING TO QUESTIONED WHY HE WOULD NOT BE PROSECUTED UNDER MILITARY AUTHORITY. I was explaining WHY HE WOULDN’T BE.
