Actually, the US Constitution's great compromise did not see it that way. The Founders recognized that huge population centers should not dictate to regions far removed. That was the idea behind the creation of a bi-cameral legislature.

Well then, why did they implement a winner-take-all electoral college, which ensures that the big population centers DO overwhelm the folks in the hustings? And a bicameral legislature does reside in Springfield.
