I suppose it’s just me, but if I were head of the CIA, I don’t think I’d have time to writer rec letters for mentally unstable women in child custody fights. I think I’d have plenty of stuff to keep me busy.

But I guess that’s just me.

Most likely, the letter was drafted by the woman’s lawyer, Petraeus agreed with its contents and signed it. Whether he should have done this is one thing, but its consumption of his time would have been minimal.

CIA Directors do have free time, just like everyone else. They go shopping, to movies, to sports events, etc. He might even golf.

I think you’ve misunderstood the purpose of an appointed government office. The average person might think a director if the CIA is in his position for a reason involving the national security of the United States. In actuality, as career apparatchiks know, all such offices exist for their patronage value.

The President uses them to do favors for his friends, and the holders of the offices use their positions to do favors for their friends.
