Reagan made the Japanese produce cars in America. He protected American motorcycles with tariffs and got foreign producers to produce bikes here too. He imposed tariffs on Japanese electronics. He negotiated "voluntary export restraints" very effectively on autos, machine tools and steel to create jobs in America.

And the companies that benefited instead of growing fat and lazy, were able to attract investment capital and retool and became much more competitive.

And he used trade policy to help crush the Soviet Union.

And Reagan intervened with loans to help Chrysler too.
