Absolutely. That's a major tactic of 0bama's because it's worked well for him. Inoculate your appointees from the get-go by selecting only those protected by the race, gender, LGBT, and etc, CARD.. A shield against prosecution for the willful destruction of America. Throw in a few straight white males just for 'fairness' sake but sabotage them later when politically expedient.
