Yep. It's time to cull the herd. The population has reached critical mass - not only fiscally, but the ability to be controlled. People are rising up.
They can't just start shooting the useless eaters this time. Instead, they'll just have people kill each other.
Gee, now why would they be heavily arming government agencies, you know, just in case there's a "unexpected" social uprising? Hmmmmmm.......
