“economic conditions” = “outcomes”
Leftists are all about the outcomes, and not about examining the steps taken to get to that outcome.
So, to them, that someone is genuinely slothful and lazy is of no consequence - if they are poor and someone else is not, “that’s not fair”.
“Fairness” requires “more equal” outcomes, regardless of effort or quality of choices.
