“What the heck is the DNI?”

That’s a great question and I looked it up trying to figure out who Petraeus reported to as Director of the CIA.


Petraeus reported to James Clapper...he handed him his resignation.

LOL! It does sound like the crew for the villain in a Bond film, but since politics and entertainment are blending together these days, it works. Unfortunately this would be real life, so unlike the Bond women, we'd see women like Napolitano in tight black leather. Yeah, I had to mention that before lunch.

From Wikipedia:

The Director of National Intelligence (DNI) is the United States government official – subject to the authority, direction, and control of the President – required by the Intelligence Reform and Terrorism Prevention Act of 2004 to:

Serve as principal advisor to the President, the National Security Council, and the Homeland Security Council about intelligence matters related to national security; Serve as head of the sixteen-member Intelligence Community; and Direct and oversee the National Intelligence Program."

So this office is directly under the President and is under the control of the President. So guess where the buck should stop.

That being said, I think that conservatives are being diverted from the real issue: Why was a rescue attempt not made during the course of 7 hours?

This article is an example of "talking points" about "talking points"!! :) You know it's getting deep when they float excuses about excuses.

The article actually says very little.
The most interesting part is at the end,””We want a wiring diagram,” Miller said. “We want an organized picture: ‘It was al Qaeda who ordered it, it was Ansar al Sharia who carried it out, it was this group that assisted. The problem is, the lines have blurred between those groups and their members. Ansar al Sharias are popping up in places like Benghazi, but also in Yemen, also in Tunisia, in all these countries — and they’re not al Qaeda, but they are reading from the al Qaeda narrative and they are being influenced by people who are formerly influential extremists in al Qaeda.”

“The actual truth is, the picture isn’t that clear, but we can piece it together, and that’s not satisfying to people who are used to saying, ‘You can attach this attack to that group,’” said Miller.”
They don’t want to say terrorists did it without specifying their actual affiliation? In other words they’ll bend over backwards to not say terrorists in some generic fashion because people will associate that word with Muslims.Better to specify and essentially carve the terrorist out from the general Muslim population.

It's not clear that Petraeus reported to Clapper even though he gave his resignation to him. There's nothing in any reference where the CIA reports to the president specifically or another agency director (Federal Executive Branch ). It's "independent", but the DNI consolidates inputs from the CIA, so there's a dotted line to Clapper.

At the DNI site, they don't list the CIA: Members of the Intelligence Community

From: Who oversees the CIA? Does it act on its own initiative?

External to the CIA, both the Congress and the executive branch oversee the CIA’s activities.In the Executive Branch, the National Security Council—including the president, the vice president, the secretary of state, and the secretary of defense—provides guidance and direction for national foreign intelligence and counterintelligence activities. In Congress, the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence, as well as other committees, closely monitor the Agency’s reporting and programs. The CIA is not a policy-making organization; it advises the Director of National Intelligence on matters of foreign intelligence, and it conducts covert actions at the direction of the President.

Actually, the DNI does list the CIA as input into the DNI, but not as an agency that it runs...
