RANCHO CORDOVA (CBS13) Its a shocking way to stop the copper theft crime-wave a 7,000-volt electric security fence.
The Rancho Cordova City Council voted Monday night to draft an ordinance allowing businesses to put up electric security fences that will zap would-be copper thieves.
Sam Matsoyan of MP Auto Parts said Monday he cant wait to install it around his Rancho Cordova business.
Itll be a little fun to watch one of these guys get electrocuted holding my fence trying to rob me, he said.
His laughter said it all. This has become personal for Sam after copper and aluminum thieves have cost his business big time.
Weve been doing this for 12 years and its been a persistent issue for all 12 years, he said.
Barbed wire fencing isnt cutting it, guard dogs havent worked and neither has a security system. But the electric fence idea has Sam amped up.
Itll be very effective, he said. I mean, nobody wants to get jolted.
Its a split-second jolt designed to make criminals bolt. Whats the shock feel like?
Its a memorable experience, an electric fence manufacturer said.
Its one designed to force criminals to make a run for it before they can steal.
Now, youd expect the company that makes the fence to call it incredibly effective.
The City Council agrees. Council members granted unanimous approval to pass a new ordinance making these currently illegal fences legal in their city.
I think its going to have a significant effect, Sam said.
Sam believes it could be a powerful deterrent that gives his gives his business a better shot at success and would-be criminals the shock of their lives.

Some months back someone broke into a substation. He apparently thought that it would be safe to disconnect a ground wire and steal it. When he disconnected it, he became part of the ground circuit and departed this life in a flash.
Don’t tell me, his last words were, “You’ll never take me alive, Copper!”
So what does 7,000 volts do to a person? Also, can you defeat the fence by wearing insulated gloves or clothing?
There is a reoccuring m.o. around here where they work during the day as laborors on job sites casing the joint, then come back at night with their buds and all the necesary tools.
We have had electric fences around our gardens for many years. Keeps the moose out.
It’s 3,600 volts, with minimal amperage. It won’t kill you, but it will get your attention.
It works for animals, but humans can disable it by grounding it out. ie; a steel rod from wire to ground on opposite sides of your intended entry point will render it harmless.
On the other hand, there are people like my Dad. He would grab the fence and ground it out while I climbed over it. I remember him telling me that if I didn’t hurry, he was going to let it go. He never did....
Burglar Zappers, I love it. Been recommending my Mom electrify her copper gutters after copper thieves came in and stole a bunch of them. Somehow her insurance company doesn’t think that’s a good idea. But it would certainly be fun to watch the flash and two-storey fall.

How about we install the same fence at the US-mex border?
Electric fences are country kids greatest fun. City kids come out to the farm and the country kids would get them to either touch or pee on the fences. City kids got a quick lesson in electric fences. Won’t kill you but sure and hell gets your undivided attention and something you will NEVER do again.
I would imagine that any electric fence would be pretty easy to defeat. Just short it out for starters. What is needed is a really good alarm system. This fence is a waste of money.
