If you want the system to work as intended you have to go back to the original design.
Repeal the 17th Amendment and the country will take an amazing turn for the better in short order. As it stands now Senators care about their national party affiliation, not their state. That's not what the founders had in mind and without the State legislature having control of the state Senators the system doesn't work as intended.
The 17th amendment drastically changed the face of America.
