Rep. Jesse Jackson Jr. will announce his resignation from Congress today in a letter to House Speaker John Boehner, Jackson's brother Jonathan Jackson said.
He spoke to the Chicago Tribune by telephone.
The congressman could not be reached for confirmation. Boehner's office also could not be immediately reached.
Jackson, 47, a South Side Democrat, has been treated for bipolar depression and has been on a medical leave from Congress since June. He has been under investigation by federal authorities for alleged misuse of campaign dollars and also has faced a congressional ethics probe.
Although he did not wage a campaign, Jackson won re-election on Nov. 6 to another two-year term in the House by defeating a Republican and independent challenger. Under Illinois law, Gov. Pat Quinn, a fellow Democrat, would call a special election to fill Jackson’s 2nd District congressional seat, which extends from Chicago’s South Side to Kankakee.
He is the son of the Rev. Jesse Jackson, the civil rights leader, and the husband of Chicago Ald. Sandi Jackson, 7th.

There is no need to appoint a new Congressman when you get to decide who the Dem nominee will be. The nominee will be selected by the Dem ward committeemen within the district (and by Dem county supervisors from the areas outside Cook County, I guess), which means that Obama, Rahm, Quinn, etc. will get to strong-arm Dem pols to nominate the candidate of their choice.
When Blago expressed interest in selling the IL-05 House seat to the highest bidder after Rahm vacated it to become Obama’s Chief of Staff, a lot of people thought “Blago is so stupid that he thinks the governor gets to appoint House members like they were Senators.” But Blago was no dummy—he wanted to sell his influence in picking the Dem nominee in an overwhelmingly Dem district.
Usually I’m perturbed by excessively long layoffs for special elections but I hope the good people of IL-2 get to enjoy Congressman Vacant Seat for as long as possible.
David Orr Cook County Clerk wants Feb 26th for the primary and April 9th for the General.
Why would he leave? Does Baraq have somebody that needs to be rewarded?
We had Julia Carson here in Indy who had senile dementia and kept getting re-elected. The staff did all the work, they would wheel her onto the House floor for the big votes.
She basically went from the House floor to the funeral home.
I was hoping Congressman BribeMe would try to keep the seat for the next two years and collect a salary without showing up for work. It would have been a huge embarassment for the Dems and it's unlikely they would have actually made a move to expel him unless he was convicted for a crime.
I agree with PhilCollins that John Arrington is probably the strongest candidate we can run for that seat, though I doubt conservatives will be able to persuade him and draft him for the job. Unfortunately, having an "R" next to your name on the ballot is toxic to most of Junior's constituents in Crook County. I'm convinced they'd vote RAT if Jesus himself was the GOP nominee and the RAT candidate was caught snorting glue and raping children on live TV. Arrington might have a slight chance of getting elected Mayor of the city of Harvey, if for no other reason because its a non-partisan race so they'd be willing to consider a conservative.
That would be fun. I'm arguing with the "abolish the 17th amendment!!!" crowd on another thread. It would be interesting to see Illinois government officials attempt to appoint Sandi Jackson or something (or any really blatantly crooked RAT who wouldn't make it thru a RAT primary), just so the state legislature apologists here can see just how crooked state legislatures are.
Aside from their whole "everything the founders ever thought of is INFALLIBLE!!" argument (which they contradict by admitting they wouldn't want other post-1789 amendments abolished), they actually seem to believe that state politicians would choose better Senators than citizens. Why not have state politicians pick House members too? Wouldn't they want those wise, statesmanlike politicians picking out superior candidates for BOTH Houses? Why does the anti-17th amendment crowd want our "local" Congressmen to be inferior to those great Senators selected for us?
It reminds me of the "I'm against the death penalty because it's the easy way out and life in prison is a worse punishment -- but I'd allow the death penalty for terrorists" argument. So they want to give terrorists a "lesser" punishment?
There has been ONE appointment to the House. When James Inhofe was elected to the Senate in a special election in 1994 he took office as soon as the vote was certified.
Steve Largent who had been elected to Inhofe’s house seat was appointed by the Governor to serve the remainder of Inhofe’s final term in the House. The House did not object and I guess no one else did either, if they had they may have been able to prevent Largent’s seating.

Section C allowed rat Senator Boren to resign AFTER his successor was elected in a special election rather than have his resignation trigger the election.
Both sections seem unoffensive to me but I do not know if they would survive a legal challenge as the US Constitution does not address the appointment of House members.
The special election can’t be on April 9. According to a state law, Gov. Quinn must announce the election dates within five days after the resignation. The general election must be held no more than 115 days after the day that Quinn makes the announcement. The latest possible day for the special general election is March 21.
I don’t think there there can officially be a vacancy for the new term until it starts in January (the third I believe).
April 9th is only 96 days after that if I count right.
The vacancy started yesterday because that’s when Jackson resigned.
The NEW term, I don’t think Jackson’s resignation of the the the new term can take effect until the new term actually begins, how can it be vacant when it has not started yet? His resignation of his *current* almost finished term is not relevant.
And although Orr is a slimebag I think he’d know the law and would not suggest an illegal date.
